New Library Cards
Welcome!
Did you know that your Region of Waterloo Library card gives you full access to:
- Books, music, and DVD collections
- Wi-Fi Hotspots and Board Games
- eBooks, eAudiobooks, and streaming video
- Digital magazines and newspapers
- Online learning courses and research databases
- And much more!
Region of Waterloo Library cards are free to:
- anyone who lives, works, attends school or owns property in the Townships of Wellesley, Wilmot, Woolwich and North Dumfries
- residents of the Regional Municipality of Waterloo
- or those who reside in a reciprocal borrowing community.
If you live beyond the above listed areas, you may buy a Library Card for $40 per year by visiting a branch nearest you.
If you are a Region of Waterloo or Township employee, please email our Library Headquarters to request an application form.

How to get a library card:
1. Go to any Region of Waterloo Library Branch to complete an application form
- Get full access to all of our in-library and online collections

2. Fill out this short Online Form
- Get instant access to online collections available 24/7.
If you want access to in-library materials, contact any RWL branch or email for assistance. - After completing the form, you will receive a confirmation email with your library card number and PIN. If you need assistance registering, please email us.
Get your Library Card today by visiting any Region of Waterloo Library branch. All Library Card application forms require proof of local residency:
- One form of photo ID with current, local address:
- Driver’s license
- Student card
- Valid Ontario identification card
OR two forms of address identification such as:
- A current utility or tax bill
- Temporary driver’s license
- Bank statements or cheques
- A long-term lease on a property
- Other government-issued identification with address
Adults 18 years of age and older must provide photo identification with their current address or two pieces of identification with their current address listed.
Children and teens under 18 years of age may use the address identification provided by their parent/legal guardian and must have their parent/legal guardian sign their library card application form.
If you do not have I.D., you may sign up for an express membership. An express membership allows you access to RWL’s physical and electronic resources, with the following limitations:
- You can borrow a maximum of 2 items at time
- Hotspots, hobby kits, video game console kits and game packs, parks passes, Playaways, audiobooks, Vox Books and DVDs are not eligible for borrowing with an express membership

Lost and Replacement cards
Please report lost or stolen cards immediately to any Region of Waterloo Library Branch. Patrons are responsible for all materials borrowed on a missing card if it is not reported lost/stolen.
Replacement cards cost $2 including HST and can be purchased at any RWL branch.
